Dr. McNaughton brings to the Board over 25 years of senior leadership experience in Information and Communications Technology (ICT), focusing on the strategic use of technology to drive business innovation and economic development.

He holds a Doctor of Philosophy in Business Administration (Decision Sciences) from Georgia State University, a Master of Science in Electronic Engineering from the Eindhoven International Institute in the Netherlands, and a Bachelor of Science in Electrical Engineering from the University of the West Indies.

His distinguished career spans multiple industries, including energy, telecommunications, and payments. A dedicated advocate for digital innovation and open data, Dr. McNaughton holds several leadership roles, including as Chairman of the National Information Systems for Health Steering Committee and Founding Director of the Caribbean Open Institute. He also serves on the boards of the VM Group and the Overseas Examination Commission.

Currently, Dr. McNaughton serves as the Director of the Centre for IT-Enabled Innovation at the Mona School of Business & Management, University of the West Indies (UWI), where he has been instrumental in advancing research on digital ecosystems, digital transformation, and ICT capacity building.
